Bid For Heat Pump

Approved
At a recent meeting of the Dillon County Council, the bid for a heat pump for the health department was approved.
Dillon County Finance Director Richard Gaddy read the following bids: Perritt’s Heating and Cooling in the amount of $5,947.35; Dillon Heating and Cooling in the amount of $6,078.00, and Miller’s Plumbing and Electric in the mount of $5,300.00 Councilman Archie Scott motioned to accept Miller’s Plumbing and Electric in the amount of $5,300.00. Councilman James Campbell seconded the motion, and all were in favor.
Repairs For Landfill
Truck Approved
At a recent Dillon County Council meeting, Finance Director Richard Gaddy said that the 2013 Mack Landfill truck that hauls the trash to the Lee County Landfill needed repairs. The transmission went out, and Sheppard’s of Florence, S.C. towed it in and rebuilt the transmission in the amount of $12,895.78. Councilman James Campbell made the motion to approve Sheppard’s repair invoice. Councilman Archie Scott seconded, and all voted in favor.

Approved
The Dillon County Council approved the following recreation requests at a recent meeting: Councilman Archie Scott motioned to approved the following requests: $175.00 payable to The Minturn/Dillon, S.C. Community Committee Annual Festival Picnic for 2019, August 16-18 at Sinclair Crossroads, from Councilman Gerome McLeod’s recreation; $200.00 payable to The Kiwanis Club and $250.00 payable to the Dillon Rescue Squad from Chairman Stevie Grice’s recreation; $350.00 payable to Y.A.N.A. (You Are Not Alone) from Councilman Archie Scott’s recreation; $225.00 payable to Latta Fire Department #2, $225.00 payable to Oak Grove Fire Department #9 and $225.00 payable to Oak Grove Fire Department #9 and $225.00 payable to Oak Grove Neighborhood Watch from T.F. “Buzzy’ Finklea’s recreation; $95.00 payable to the Criterion Club from Councilman James Campbell’s recreation; $549.99 payable to Station #4, Gaddy’s Mill from Councilman Harold Moody’s recreation. County Council
Several third readings and resolutions were passed at a recent meeting of the Dillon County Council. They included:
– Third Reading – An Ordinance Authorizing Pursuant to Title 4 of the Code of Laws of South Carolina 1976, as amended, including sections 4-1-170, 4-1-175, and 4-29-68 thereof, and Article VIII, Section 13 of the South Carolina Constitution the Execution and delivery of an infrastructure credit agreement, by and between Dillon County, South Carolina, and one or more companies known to the county as project move, to provide for certain special source revenue credits; and other related matters. Councilman James Campbell motioned to approve third reading. Councilman Archie Scott seconded and all voted in favor.
– Third Reading – An Ordinance to Provide Budget Appropriations for County purposes in the County of Dillon for the fiscal year beginning July 1, 2019 and ending June 30, 2020 and Adopt and Implement Rates and Fees, and for other Tax Purposes and County Appropriation Purposes and the establish the tax millage to provide for the Budget. Councilman James Campbell motioned to approve third reading. Councilman Gerome McLeod seconded and all voted in favor.
– Third Reading – An Ordinance to Amend an Agreement for the Development of a Joint Industrial and Business Park of Marion and Dillon Counties so as to enlarge the park to include a portion of those certain pieces, parcels, or tracts of land with all improvements theron, situate lying or being in the County of Marion, State of South Carolina, Bearing Tax Map Numbers: 034-00-00-104-000; 03 Councilman James Campbell motioned to approve Third Reading. Councilman Archie Scott seconded and all voted in favor;

Library Board
Two reappointments were made to the Dillon County Library Board at the August meeting of the Dillon County Council. Tommy Stephens and Gail Coleman were reappointed.

Private Partnership Board
Councilman Archie Scott recommended Henry L. “Robbie” Coward for appointment to the Dillon County Public-Private Partnership Board. He will replace Ronald Gardner who moved out of the county. Council approved the appointment.

The Dillon County Council passed ordinance readings, a proclamation, and a resolution at their August 28th meeting.

Ordinance Readings:
– Third Reading – Authorizing the issuance of sale of not exceeding $1,000,000 general obligation bonds, in one or more series, of Dillon County, South Carolina; fixing the form and details of the bonds; authorizing the Chairman of County Council and County Administrator to determine certain matter.
– Second Reading -– An ordinance to convey 0.352 acre, more or less, which is a portion of tax map #107-00-00-022 to the South Carolina Department of Transportation, to grant permission for construction and other work on S-45 (Lester Road), and other matters pertaining thereto.
– Second Reading – An ordinance authorizing the execution and delivery of a fee in lieu of tax agreement by and between Dillon County, South Carolina and a company known to the county at this time as “Project Craft” with respect to certain economic development property in the county, whereby such property will be subject to certain payments in lieu of taxes, including the provision of certain special source credits, and the county will provide certain roadway and infrastructure improvements to the site; and other matters related thereto.
– First Reading – An ordinance by Dillon County Council to amend the official zoning map of Dillon County to rezone a parcel of land known as tax map number 058-00-00-056 from a rural (RU) to light industrial (ID-1) for industry development.

Resolution
A resolution authorizing the execution and delivery of an inducement agreement and millage rate agreement by and between Dillon County, South Carolina and Project Craft, whereby, under certain conditions, Dillon County will execute a fee in lieu of tax and special source credit agreement with respect to a project in the county whereby the project would be subject to payment of certain fees in lieu of taxes, and Dillon County will make available certain credits against fee payments in reimbursement of investment in related qualified infrastructure; and providing for related matters.
Dillon County Administrator’s Report
Dillon County Administrator Tony Clyburn took up several matters in his report at the August 28th meeting of the Dillon County Council.
Clyburn said the elevators have been fixed, and both are working fine. Finance Director Richard Gaddy said there is no final cost yet.
The playground equipment has arrived and was being put up. This is the equipment that they have been trying to get for two to three years and is paid for by the Schafer Foundation.
The used swings went to the Riverdale Park.
The slides will be taken to a different park, said Clyburn, but they need to have structure put to them first.
Clyburn said the rocks and gravel for the roads has been help up because they are really shorthanded of operators for dump trucks. They had some urgent situations with roads that had to be dealt with, but as soon as divers are freed up, they can pick up some more. He said they need some CDL drivers or some people who are in the process of getting their CDL. Chairman Stevie Grice said they need to put in writing that when someone is hired that they have six months to get their CDL.
He also gave up dates on the status of the audit report and equipment repairs.
