Mayor Elvington opened the meeting with prayer.
The minutes from February 21, 2019 were reviewed. Councilmember Johnson made a motion to accept the minutes with no revisions, seconded by Councilmember Hayes with all in favor.

AGENDA
Council Concerns:
Councilmember Kitchens asked for a status update on the letters to inform citizens of the animal ordinances to address the cat overpopulation concerns The letters are not done but when they are complete, officers will deliver them in person.
In addition, Councilmember Kitchens stated the repairs at the corner of Ford Street and 4th Avenue need attention. Mayor Elvington will contact the SC DOT.

Councilmember Kitchens suggested the town host a clean-up day and engage the school-age children and local businesses especially those whose property needs litter removed and AWS. He suggested we offer incentives and set volunteers up in teams. Mayor Elvington will review liability concerns of having children working alongside the roads with the Town Attorney.

Councilmember Johnson suggested the Council create a designated place and fee for displaying advertising signs to reduce proliferation.
Mayor Elvington will consult with Town Attorney to determine current ordinances.
Councilmember Johnson reminded that there are still street lights in need of repair.

Councilmember Johnson thanked Mertis Barnett and Matthew Elvington for the excellent work done for Darius Leonard Day.

Councilmember Johnson reiterated the concern for the poor drainage of the ditches.

Mayor Elvington updated the council that EMS will be based at Fire Station 3 and will be staffed with a cross-trained Engineer and EMS/Paramedic and/or driver.

Councilmember Hayes asked for an update on the property across from Tiger Mart that is ringed with cinderblocks and unsightly.

Councilmember Barnett asked for an update on East Nile Farms and their plans to start production in the Heritage Building. Mayor Elvington stated the company has not started any improvements on the building and will look into the conditional grant agreement requirements.

Councilmember Barnett asked for more information about the distribution of supplies at the Lake View Community Center. Mayor Elvington shared that Flu Kits were distributed to residents by the Dillon County Long Term Disaster Recovery Group. Another distribution is expected, and all agreed better advertising is needed so more citizens can be helped.

Mayor Elvington announced Opening Ceremonies for the Recreation Department will be April 11, 2019. Also, the 6-foot fences are in place in all the fields except #1 and it will be completed before All-Stars.

Mayor Elvington shared that Dillon County Council is expected to pass funding for the pavement and retaining wall at Recreation Center at the March 27, 2019 meeting. Two trees will be removed. Mayor Elvington updated the council on improvements at Centennial Park. The restrooms are started, but due to the weather, will not be completed before May.

Mayor Elvington advised the council the financial audit is complete and each member was provided a copy of the report for review. Also, some of the FEMA funds for the reimbursement for the purchase of emergency supplies during Hurricane Florence have been received. The repair of the damage caused by Hurricane Florence to the roof of the Town Hall complex will start next week. The interior repairs will start soon.

Mayor Elvington advised the council the process to condemn buildings and officers will serve the notices of violation. A standard form will be created.

Mayor Elvington advised that a revised ordinance is being drafted for council approval to change the date Business Licenses are due to May 1 and delinquent date June 1. It will be presented at the April meeting.

With no further business, David Kitchens made the motion to adjourn with Mertis Barnett seconding. There was no discussion, and all were in favor so the meeting was adjourned.

Mayor Elvington opened the meeting with prayer. The minutes from March 21, 2019 were reviewed. Councilmember Barnett made a motion to accept the minutes as read, seconded by Councilmember Johnson with all in favor.

AGENDA
• The 2020 and 2021 rates for GSWS were presented.
• A Budget Workshop is scheduled for May 2, 2019.
• Ordinance 2019-01 to amend Chapter 10: Licensing to follow a fiscal year with a due date May 1 and delinquent date of June 1 was presented. Councilmember Kitchens made the motion to approve the revisions to the Ordinances and Councilmember Johnson seconded. All were in favor.
• Karen Cook-Henderson was instructed to draft a letter to address the animal nuisance situation in accordance with town ordinances. The letter will be patterned after the letter sent to property owners with nuisance properties.
• Council approved funding a requested from Pee Dee Coalition Against Domestic and Sexual Assault at the same level as 2018. Mayor Elvington presented the request and all were in favor.
Council Concerns:
• Councilmember Kitchens asked for an update on the drainage at 4th Avenue and Ford Street. Mayor Elvington stated SCDOT is aware of concerns and will complete an inspection.
• Councilmember Johnson asked that Karen Cook-Henderson create a thank you letter to be sent to citizens who participate with efforts to keep community areas clean. Also, communication between the leadership and community is an ongoing effort that requires consistent attention.

Councilmember Barnett offered appreciation for the resolution of some water leaks that were brought to her attention.

Mayor Elvington advised the council the Gator Festival scheduled for June is cancelled.
• At the suggestion of Councilmember Johnson, it was agreed Councilmember Johnson will lead the council members in establishing a program to honor citizens who keep their property in good condition.

Mayor Elvington shared that Dillon County Council approved the funding for the paving of the entrance to the Recreation Fields. Also, Mayor Elvington shared that Opening Day on April 11, 2019 was a success with many people attending to support the young players. With safety and traffic flow as a concern, the parking lot configuration will be reviewed with SCDOT.

Mayor Elvington advised the painting of the water towers by Grand Strand Water and Sewer Authority is planned for 2019, but no date is scheduled.

Mayor Elvington proposed the council consider creating a new identity for the Lake View Fire Department as Lake View Rescue to build on the strengths of the volunteers and to more effectively utilize the equipment owned by Lake View. Council is asked to consider allowing our volunteers to specialize in rescue rather than firefighting. More information will be gathered and presented to council when available.

Mayor Elvington advised that a letter was sent to East Nile Farms stating they have not met their conditional agreement.

Mayor Elvington shared that if there is property the council deems to be in violation of town ordinances, letters can be sent and copied to the Dillon County Code Enforcement to initiate the condemnation process.

Mayor Elvington shared the restrooms at Centennial Park are near completion and includes closets for storage and a water fountain. A notification light will illuminate if someone enters the building after dark.
