The Dillon District Four School Board took up the policy regarding the Public’s Right to Know/Freedom of Information. The policy will state the following:

The board is a public body and its meetings and records are a matter of public record except as such meetings and records pertain to classified matters as provided by law.
The official minutes of the board, its written policies, and its financial records will be open for inspection at the superintendent’s office. Any citizen may examine these documents during the hours when the office of the superintendent is open. However, no district employee will release records pertaining to individual students or staff members for inspection by the public or any unauthorized persons.

Information Requests
When an individual makes an information request to the district as provided by the South Carolina Freedom of Information Act (FOIA), the district will adhere to establish procedures for processing, responding to, and fulfilling the request. All such requests must be made in writing to the Dillon School District Four Superintendent. Certain records will be exempted from disclosure and/or redacted as permitted under state and federal law.
The schedule of fees for fulfilling requests will be posted on the district’s website. A deposit of up to 25 percent of the reasonably anticipated costs for reproduction of any associated records may be required prior to processing the request. The full and actual costs of the response to an information request must be paid at the time the records are produced.

Dillon School District Four
In accordance with the South Carolina Freedom of Information Act (FOIA), the Dillon District Four School District will provide copies of or access to public records other than those that are exempt from disclosure. Set forth below is the fee schedule that the District will use in responding to FOIA requests.

Photocopying- The charge for photocopying will be $0.10 per page for black and white copies and $0.80 per page for color pages, or the prevailing commercial rate at the time of the request. Oversize documents, such as property plats or architectural documents, will be individually determined based on actual copying cost.

Employee /Administrative Time-Information requests requiring more than one hour of staff time to search for, redact as necessary, and copy responsive records will be assessed based on the hourly rate of the lowest paid school district employee who has the necessary skills and experience to perform the request, as determined by the District.

Computer / Information Technology-
Charges will be based on costs associated with the process. For the use of a CD,DVD or memory stick, there will be a $5 charge.
Estimation of fees and payment- The requester will be notified of the charges that will be incurred for fulling a request for records. Actual costs will be recorded throughout the process, and will be reconciled with the requester upon completion. A deposit of 25% of the reasonably anticipated cost for searching for, redacting, and copying the requested information may be required by the District prior to collection of information and/of fulfillment of the request.
