Dillon County resident and former Dillon County Administrator David Mobley has been named as the next Solid Waste Manager for the City of North Charleston, SC.
North Charleston is the third largest city in SC with a population of 111,000 residents and is located in Charleston, Berkeley, and Dorchester counties. The City has approximately 1800 employees, is self-insured and provides free insurance to the employees. Started in 1971, they have a “Strong Mayor” type government whereas the mayor serves as the administrator over the daily operations. Mayor Keith Summey is on his 5th term as mayor. More than any other municipality over 1 billion in taxes is returned to the state yearly.
The highly responsible, department head position will require Mobley to administer an operating budget of 6.5 million dollars and capital improvement budget of 1.5 million dollars with 80 employees, two supervisors for the collection of solid waste, limbs, and leaves and recycling with 56 vehicles and equipment. The city has received final approval for a new 52-acre Public Works Facility and the construction will take about two years.
Jim Hutto, the Public Works Director, said, “I’ve known David for over 20 years, his expertise, dedication, and management of solid waste is what we need with the City of North Charleston.”
Mobley said, “I’m excited about returning to the solid waste field. I got my start years ago working with Alvin Nobles at Rural Sanitation of Dillon.”
While working and attending evening classes, Mobley graduated from Webster University in North Charleston with a Master’s Degree in Business and Management.
He also earned his Bachelor’s Degree in Business Administration/Management from Limestone College in Gaffney.
For the past 30 plus years, Mobley brings vast experience to the Solid Waste Manager’s Position. He is the former Dillon County Administrator, the Town Administrator for the Town of Pageland, City Administrator for the City of Chester, City Administrator for the City of Loris, Public Works Director for the City of Isle of Palms, and Solid Waste Manager for the County of Cherokee in Gaffney.
Mobley was also the co-owner of Cape Fear Disposal now Onslow Container Service in Deep Run, NC and was Branch Manager for Rural Sanitation Service, Inc. in Whiteville, NC.
He is a former Deputy Sheriff of the Dillon County Sheriff’s Office, Private Investigator, and SC State Trooper. He is retired after 21 years with the SC National Guard.
Mobley is the third generation of his family to serve in local government. Grandfather Jack Mobley worked with the City of Union, SC as a policeman for 34 years and father Dan Mobley worked as a Sergeant with the Highway Patrol and was stationed in Dillon County for 37 years.
He enjoys judging barbecue and is a Master Barbeque Judge with the South Carolina Barbeque Association.
Mobley will start work on September 16.
David and his wife, the former Kim Scott, reside in Dillon.
