The Dillon County Council decided to hire a service to handle their payroll.
The service that County Administrator Clay Young presented was CompuPay. Young said that the payroll would be done all online. He said the council would have more control and more ability to track the payroll. He said that the time sheets of the employees could be faxed or e-mailed.
Young said if the council decided to hire the service there would be six payrolls between now and the end of June at a cost of approximately $2,900. Young said that he thought they should try it and see if it works out.
Young said the service would be about one-third of the cost of hiring a payroll clerk and would amount to about $13,000-$14,000 compared to a $30,000+ salary.
Young said this would be an easy fix to one of the findings in the audit.
Councilman Bobby Moody made a motion to hire the payroll service seconded by Councilman Randy Goings. Councilmen Bobby Moody, Andrew Graves, Randy Goings, and Buzzy Finklea voted to hire the payroll service. Councilmen Harold Moody, Joe Johnson, and Archie Scott voted against hiring the payroll service. The motion carried.
The council also looked at a requested proposal by Walda Wildman, a certified public accountant who currently assists the county, to expand her services. This would include “working with the county’s finance staff to adjust and close the county’s general ledger and prepare management only financial reports for the 10 months ended March 31, 2013 and for each subsequent month through June 30, 2014;” “working with the county’s staff to set up all county funds in CSI so that they coincide with their presentation in the audited GAAP financials,” “work with the county’s staff to establish and enforce a purchase order system;” and “work with the county’s staff to establish a reporting model for the monthly reports.”
Councilman Joe Johnson suggested that the finance committee look at this before taking further action.
