The following are the approved minutes of the LAKE VIEW TOWN COUNCIL MEETING—July 17, 2014.

Present: Council Members: Layton Townsend, Billy Sanderson, Matthew Elvington
Also Present: Clerk/Treasurer Allison Page
Mayor Page opened the meeting by welcoming everyone. He noted for the record that the following Town Council members were present, making a quorum: Layton Townsend, Billy Sanderson, Matthew Elvington.
Mayor Page called the meeting to order and asked Mr. Billy Sanderson to begin with prayer. The minutes from June 19, 2014 were read. Council member Matthew Elvington made the motion to accept the minutes from June 19, 2014 as presented. Council member Belly Sanderson seconded the motion and all those present voted in favor.
Mayor Page stated that Council member Bruce McNeil would be absent.
The next item on the agenda was signatures for the Final Budget and Salaries. Mayor Page passed the final paperwork around to all the Council members for signatures on the Final Budget and Salaries that were passed for fiscal year 2014-2015.
Item #4 on the agenda was QS-1 Annual Services Agreement. Council member Billy Sanderson stated that QS-1 is basically hired by the Town of Lake View, under contract, to compile tax assessment data and apply the new tax millage rate to all personal property, real estate and vehicle taxes for the Town for the upcoming fiscal year, and to then update all records with the new calculations. Once the information is updated, it is then sent electronically to the Dillon County Courthouse where the tax notices are then printed and mailed to the taxpayers. After some discussion as to the cost of the services QA-1 provides, Mayor and Council agreed to sign another annual contract with QS-1.
Item #5 on the agenda was the Lake View Fire Department and no one was present.
he next item on the agenda was Council Concerns. Mayor Page stated he had spoken to Clay Young, Dillon County Administrator, who said the County’s meeting was not until July 30th, but he was almost positive the Council members would approve the motion for the County of Dillon to take over the Building Code Inspections and Enforcement for the Town of Lake View if that is what the Town wanted to do.
Mayor Page also stated he had spoken to the Town Attorney regarding the house located at 109 N. Main St. and how to pursue selling the property. Mr. Legette stated the Town could sell the property for any amount that Mayor and Council agreed upon as long as it was stipulated in the contract that the property would be sold “as is”, and there were things the Town would not be responsible or liable for. Mr. Legette also stated that it would be beneficial to the Town to include a clause that stated if the property was not renovated and brought up to code in a certain amount of time, then ownership would revert back to the Town of Lake View and any monies paid to the Town would also be retained by the Town. Council member Matthew Elvington also mentioned putting a plaque up in honor of Ms. Smith’s family for their donation to the Town either at the walking track or the community center.
Council member Layton Townsend asked if the Town had the capability of spraying for mosquitoes. Mr. Townsend also wanted to know if some benches would be included in the next phase of the walking track, and mentioned if any of the churches, etc. in the community wanted to donate any items for the walking track that the Town would have a plaque placed on these donated items.
Council member Matthew Elvington mentioned erecting a flag pole near the walking track and placing engraved bricks around it in memory or in honor of someone, similar to what the high school is doing.
Mr. Elvington also mentioned that one side of the Heritage building is wet on the inside while the other side is completely dry and could potentially hold a small business. Mr. Elvington asked Mayor and Council how much they thought it would cost to have the building rewired in order to try to get a small business in the building to prevent it from just sitting there unoccupied and becoming dilapidated.
Council member Matthew Elvington stated he was going to have a conference call later in the week with someone from the State Department regarding setting up a website for the Town of Lake View and discussing any fees that may be applicable.
