The South Carolina Association of Counties (SCAC) held its 47th Annual Conference Aug. 3–6. 
Attending from Dillon County were Councilman T.F. “Buzzy” Finklea, Jr.,  Councilman Randy Goings, Councilman Archie Scott, and County Administrator Clay Young.
Dillon County along with Marion and Marlboro Counties competed  in the Barrett Lawrimore Memorial Regional Cooperation Competition. Dillon County Administrator Young and Marion County Administrator Tim Harper made the presentation at the competition. 
Their presentation dealt with the Harbor Freight Tools expansion.  Dillon, Marion, and Marlboro counties recognized that regional cooperation was important for creating much needed jobs in the three-county region. Realizing that industrial development in one county has an impact on all three counties, the counties worked in cooperation to encourage the expansion of Harbor Freight Tools. As a result of the counties’ efforts, the company added 1,000,000 square feet to its distribution center and will create up to 400 new jobs.
The county received a plaque for participating which was accepted on Dillon County’s behalf by the three councilmen in attendance.
More than 1,000 county officials from across the state attend the conference. 
 The SCAC, chartered on June 22, 1967, is a nonprofit and nonpartisan organization whose membership includes all 46 counties in South Carolina. Governed by a 29-member board of directors elected each year by county officials at the Association’s annual conference, the SCAC is the only organization representing county governments in the state.
The Association provides a number of services, programs, and activities to county governments and their officials, including: research and technical assistance; education and training; legal assistance; policy development, advocacy, and legislative information; publications, including a magazine and newsletter; meetings and conferences; public information, including an annual directory and website; and financial services, including the SCCWCT and SCCP&LT.
