The City of Dillon has reapplied for a National Pollutant Discharge Elimination System (NPDES) permit to discharge treated wastewater into waters of the State of South Carolina. This is permit #SC0021776.
            Plant #1 is located one mile east of the Dillon city limits and 0.5 mile south of Highway 9. Plant #2 is located on the east end of State Road S-17-684 near Pee Dee State Park in Dillon County.
            The facility has four discharge points:
001 – Treated sanitary wastewater, discharging to: from Plant #1 to unnamed ditch to Little Pee Dee River.
002 – Treated sanitary wastewater, discharging to: from Plant #1 to the 35 MG treated effluent holding pond at Plant #2.
003 – Treated sanitary wastewater, discharging to: from Plant #2 to the 35 MG treated effluent holding pond.
004 –  Treated sanitary wastewater, discharging to: from the 35 treated effluent holding pond at Plant #2 and may be applied to 637.3 acres of the 1100 acre spray field; The Standard Industrial Classification (SIC) code for the facility is 4952.
            The receiving streams are classified as freshwaters suitable for primary and secondary contact recreation and as a source for drinking water supply after conventional treatment in accordance with DHEC requirements; suitable for fishing and the survival and propagation of a balanced indigenous aquatic community of fauna and flora; and suitable also for industrial and agricultural uses.
            Sludge solids will be transported to the Republic Service/Lee County Landfill under the conditions outlined in the NPDES permit.
            Groundwater will be monitored at 15 monitoring wells.
            This permit when issued will supersede an existing permit which expired on September 30, 2011.
