The Dillon County Council took up the following matters at recent meetings:
• Marlboro Electric Coop Agreement – That Cooperative agrees to provide to County monies in the amount of $248,375 for the provision needed infrastructure in the Carolinas I-95 Mega Site or another eligible purpose provided that the County submits a request in writing, and the Cooperative, in return, provided written consent that the funds would be better suited for another purpose. Councilman Gerome McLeod made a motion to accept the agreement and Councilman Stevie Grice seconded. All were in favor.
• Pee Dee Electric Coop Agreement – That Cooperative agrees to provide to County monies in the amount of $66,625 for the provision of needed infrastructure in the Carolinas I-95 Mega Site or another eligible purpose provided the County submits a request in writing, and the Cooperative, in return provides written consent that the funds would be better suited for another purpose. Councilman Stevie Grice made a motion to accept the agreement and Councilwoman Detrice Dawkins seconded. All were in favor.
• Marlboro Electric Coop Memorandum of Understanding – Whereas the Cooperative and the County are diligently pursuing a prospect for the Dillon Spec Building located at 791 W. Fairfield Road known as Project Asset. Councilman Gerome McLeod made a motion to accept the Memorandum of Understanding and Councilman Stevie Grice seconded. All were in favor.
• Industrial Park Road – Equus would like to enter into an agreement with the County to do some work on the road beside of their building (I-95 Logistics Dr.). They will need to be on county property to complete the work. County Attorney Alan Berry recommended that the County use Sandy Watford (Pee Dee COG Engineer) to oversee the project on behalf of the county. Councilman Stevie Grice made a motion to accept the agreement with approval from Sandy Watford. Councilman Gerome McLeod seconded the motion. All were in favor.
• Resolution—A resolution authorizing the execution and delivery of an inducement agreement and millage rate agreement by and between Dillon County, South Carolina and project chariot whereby, under certain conditions, Dillon County will execute a fee in lieu of tax and special source credit agreement with respect to a project in the county whereby the project would be subject to payment of certain fees in lieu of taxes, and Dillon County will make available certain credits against fee payments in reimbursement of investment related qualified infrastructures; and provided for related matters. Councilman Gerome McLeod made a motion and Councilman Christopher Miller seconded. All were in favor.
• Ordinance Reading— First reading – An ordinance authorizing the execution and delivery of a fee in lieu of tax agreement by and between Dillon County, South Carolina and a company or companies known to the county at this time as Project Chariot with respect to certain economic development property in the county, whereby such property will be subject to certain payments in lieu of taxes, including the provision of certain special source credits; authorizing the conveyance of certain land owned by the county to Project Chariot; and other matters related thereto. Motion was made by Councilman Stevie Grice and seconded by Councilman Gerome McLeod. All were in favor. The second reading of this ordinance was passed at the February meeting.
