Town of Lake View Council Meeting -August 18, 2016
Presiding: Mayor Boston Page, Jr.
Present Council Members: Layton Townsend, Matthew Elvington, David Johnson, and Mertis Barnett.
Also Present: Sara K. Elvington, Clerk, and Tabitha James.
Mayor Page called the meeting to order by welcoming everyone. He also noted for the record that the following Town Council members were present, making a quorum: Layton Townsend, Matthew Elvington, David Johnson, and Mertis Barnett.
Mayor Page called the meeting to order and asked Council member David Johnson to begin with prayer. The minutes from July 21, 2016 were read, Council member David Johnson made a motion to accept the minutes from the July 21 meeting as presented. Council member Layton Townsend seconded the minutes and all those present voted in favor.
On the agenda were Macio Reaves and Jahue Cummins, who did not attend the meeting.
Tabitha James presented a sheet on the needs for the “No Limit Expo” to be on July 30, 2016.
Mr. Bobby Horne has taken care of the discussion on which way the sign on Hwy. 9 was supposed to be turned.
Council discussed new carpet for the community center; prices had been gathered from different vendors and will be discussed at the next meeting. More chairs and tables have been ordered for the community center, there is a great number missing. If anyone has borrowed them please return them to the community center, it would be appreciated.
Letter received, approved on the “Use of Force” policy from Lafon Legette, which had been presented by Chief Campbell.
New members have taken their classes for the “Planning Committee” on zoning issues.
Discussions on sending out letters to each business, reminding them that the Business License runs from physical year to physical year, not fiscal year. There has been some problem getting businesses to renew their business license in a timely manner.
Council discussed the letter received from Mrs. Pat Laird, resigning from COTB, she has worked hard for the town and organizing events, she will be missed. Council asked Clerk to make some phone calls from the names they discussed at the meeting to see if we could get a committee together to help with different events for the Town throughout the year. We will need to check on who looks out for the Accommodation, and how this actually works. The people who said they would help on this committee are to meet with council at the next meeting. Mrs. Luehrs was also contacted to attend this meeting to help the group in any way she can.
Chief Campbell presented a paper from Craig’s Firearm Supply for training guns and the cost. Council decided to put this on hold for further discussion at a later time.
Awning at the back door has fallen off and need replacement. Maintenance will price check whether a small shelter or building a shelter would be more cost effective. The old one was too small to keep the inclement weather from destroying the back door, which also will need some work done to it.
SOVA (Victim Advocacy person Dexter Boyd) will be here August 16 as a follow up from last year.
A list of the road signs which are missing or in bad shape is to be gotten and will check to see the cost to replace them.
David Johnson said there was a need for a water fountain at the Hill Top park area. Mayor said he would check on getting a meter put back there and a fountain put in before next meeting if possible. Also discussion on some playground equipment for this area, this is researched also.
Councilman Matthew Elvington had questions on tint on the police car windows and where the cars could be driven, also some concerns about who was cutting Carmichael’s property grass. Also some question on the t-shirt uniforms the officers are wearing, it was allowed due to the heat.
Council member Mertis Barnett said she had received some concern about some citizens who wanted the town to cut their tree limbs hanging over the road on a curve at four way stop near the hill top area, this will be checked into.
