COUNCIL MEETING

1. Mayor Matthew Elvington welcomed everyone to the meeting and opened with prayer.
2. Councilmember David Kitchens made a motion to accept the minutes from the March 19, 2020
Regular Meeting with a correction to the members present and Councilmember Tony Hayes seconded.
All were in favor and voted by roll call.
3. The initial payment for the Splash Pad and bills for the trash truck and polycarts were received and paid.
4. Mayor Elvington presented Ordinance No. 2020-03 – AN EMERGENCY ORDINANCE PROVIDING EMERGENCY PROCEDURES FOR PUBLIC MEETINGS OF THE TOWN OF LAKE VIEW DURING THE CONTINUANCE OF THE CORONAVIRUS EPIDEMIC, DECLARING A STATE OF EMERGENCY IN THE TOWN OF LAKE VIEW, PROVIDING EMERGENCY PROCEDURES FOR MEETINGS, AND TEMPORARILY SUSPENDING CERTAIN PROCUREMENT RULES DURING THE CONTINUANCE OF SUCH EMERGENCY. Councilmember Tony Hayes made a motion to approve the ordinance and Councilmember Mertis Barnett seconded. All were in favor and voted by roll call.
5. Mayor Elvington advised council the settlement agreement with AWS to resolve the breach of contract resulting from unacceptable service by AWS is completed and Attorney Peterson advised the contract will be signed by all parties.
6. Council reviewed and agreed to the proposed location of the Splash Pad at the Walking Track.
7. Council reviewed a list of nuisance properties and advised Karen Cook-Henderson to draft a letter to the property owners to advise them of the concerns before asking them to appear before Council in as the normal timeline requires adjustment because of the current pandemic. Property owners will be asked to resolve the concerns in 20-30 days. All members of Council voiced support of this action.
8. Mayor’s report
a. COVID-19 – the Town Hall remains closed and all employees including the Police Department are asked to limit face to face interaction with the public to prevent the spread of the virus. We ordered and are receiving necessary PPE.
b. The Splash Pad is moving forward with the site selection.
c. The Zoning Committee has two cases referred to them including a question about construction of a duplex and another about the installation of a modular home.
d. Mr. Bland from Duke Energy reports it will be about 2-3 weeks before the Walking Track lighting project starts. It was delayed because of the pandemic.
e. Trash truck and polycarts were delivered and we are ready to begin service. The contract for commercial service by Dillon County is drafted and being reviewed.
f. Walking track sealing is completed
g. Law Enforcement Reduction Grant was received and dash camera purchased.
h. The contract with Dillon County Fire Department to establish the Lake View Substation is drafted and being reviewed. John Smith completed an inventory.
i. Lake View Rescue request for funds response was delivered this week to Russell Elliot.
j. Welcome Sign, Walking Track and Median landscaping is completed.
9. Council Concerns
a. Councilmember David Johnson asked for an update on the price to add two lights on Hwy #9 and that is in process. He also asked that the Police Officers monitor people congregating in public areas and encourage proper social distancing.
b. Councilmember David Kitchens provided a list of nuisance properties.
With no further business, Councilmember Mertis Barnett made the motion to adjourn with Councilmember Tony Hayes seconding. There was no discussion and all were in favor and the meeting was adjourned.
