Commissioner Regular Meeting
The Rowland Board of Commissioners with the following members present:
Commissioner Betty Boyd, Commissioner Jean Love
Commissioner Paul Hunt
Also present were David Townsend, III, Town Clerk; Faye Carlyle, Finance Officer; Teressa Williams, Administrative Assistant; Daphne Southern, Administrative Assistant; Rob Price, Attorney; John Reaves, Chief of Police; Jessie Watson, Water/Sewer Manager,; and Steve Richardson, Mechanic. There were 14 (Fourteen) guest present for this meeting.
Call to Order
Commissioner Shooter called the Commissioner Regular Meeting to order at 5:30 P.M.and welcomed the guests. Commissioner Shooter explained the reason the meeting is being held early was to give town leaders to community an opportunity to attend the Robeson County board of Education meeting at Southside Ashpole Elementary School. Pastor Thomas Allen offered the Invocation and Commissioner Shooter led the Pledge of Allegiance. Commissioner Love made the motion to approve the November 14thRegular Meeting and November 22, 2017 Workshop Meeting Minutes with no corrections. Commissioner Boyd seconded the motion and the motion passed by unanimous Board approval.
New Business
Swearing in of Elected Commissioners: Newly re-elected Commissioners Marvin Shooter and Paul Hunt were sworn in by Attorney Rob Price and seated.
Swearing in of Elected Mayor: Newly elected Mayor Michelle Shooter was sworn in by Attorney Rob Price and seated.
Election of Mayor Pro-Tem: The Town of Rowland Commissioners cast their vote to elect a Mayor Pro-Tem. Mayor Michelle Shooter counted the votes and reported that there were four votes in favor of Commissioner Marvin Shooter being re-elected for the position on the Board of Commission. Commissioner Shooter was sworn in as the Mayor Pro-Tem by Attorney Rob Price.
Selection of Committees: Mayor Michelle Shooter stated that it was her understanding after talking with each Commissioner that they would continue to serve on the committees that they are currently serving on. Each Commissioner agreed with her understanding. Mayor Shooter read the list of committees as follows:

Open Comment
Mayor Shooter opened the floor for public comments. There were no comments from the attending guests.
Department Reports
Administration: David Townsend stated that the Town had to adjust our normal schedule to accommodate the public meeting. This meeting is being held by the Robeson County School Board tonight at Southside Ashpole Elementary School at 6:00 p.m. The meeting will discuss the future status of Southside Ashpole Elementary School. The choice that the Robeson County School Board has is to work with the Innovative School District or close the school.

Mayor’s Comments: Mayor Michelle Shooter stated that she would like to schedule an Open House sometime in the early part of 2018.

Comments/Reports:
Commissioner Hunt commented that Commissioner Shooter did an outstanding job as Mayor Pro-Tem. Mayor Michelle Shooter, Commissioner Love, and Commissioner Boyd also agreed that Commissioner Shooter did an outstanding job as Mayor Pro-Tem and all thanked him for his service. Commissioner Shooter commented Chief Reaves that he understood there had been a robbery outside the Town limits at Winner’s Choice and asked had there been any results that came from the robbery. Chief Reaves stated that there had not been any arrests made and that the County was handling the investigation. The robbery involved one suspect and they did have a vague description of the suspect. Mayor Shooter reminded all in attendance of the School Board meeting at Southside Ashpole at 6:00 p.m. and hoped that everyone would move over to that meeting after the Town Council meeting was over.
Commissioner Love made a motion to adjourn at 6:00 p.m. Commissioner Boyd seconded the motion followed by a unanimous approval.
