The following are some highlights from the May meetings of the Rowland Board of Commissioners.

Commissioners
Regular Meeting –
May 10, 2016
* Elizabeth Brown, administrative assistant, reported that she had contacted several people on the cost and installation of sun filtering film for the front windows of the office. Two bids are included in the packets. The alternative is to replace drapes. Commissioner Love suggested that the price of a new rod for the existing drapes be researched. Commissioner Shooter went on record that he favored the film for the windows. Mr. Gordon Bracey offered to make contact with someone he knows regarding the film for the windows. He said he would call the Town Office and talk to David Townsend regarding his conversation.
* A letter from David Richardson, Administrator on the Area Agency on Aging Program, was presented to the Commissioners with a copy of a Proclamation recognizing May as Older Americans Awareness Month. Commissioner Love made the motion to sign the proclamation and Commissioner Shooter seconded. The motion carried by a show of hands.
*Mr. David Townsend presented the letter of Notice of Assessment for Civil Penalties imposed by NC Div. of Water Resources. A request for remission has been requested and denied. Mr. Townsend had talked with Belinda Hinson who is to review the request to hold the penalty in abeyance until repairs are made. Ms. Hinson responded immediately to the original phone call and was helpful in her offer to assist us.
*ADMINISTRATION: Commissioner Marvin Shooter introduced Mr. David Townsend to the citizens and public who were in attendance as the new Town Clerk for the Town of Rowland.
*Mayor James Hampton had a letter from Waste Management regarding a small increase in the costs of services. Commissioner Hunt explained that the increase was included in the original contract and was a miniscule increase and would not affect the cost of services to the citizens.

Workshop –
May 25, 2016
* Ronnie’s Tinting of Lumberton was awarded the bid for window tinting the front of the Town Office.
* A request was made to have use of the ballpark for Adult Summer Recreation Ball and they requested a price. Commissioner Jean Love stated that it would be the same as last year. At $400 for the season with use one day a week, but they could not use it if another group had already paid for the use of the park.

DEPARTMENT REPORTS
Administration: Resurfacing of Main Street from I-95 through Town to Bracy Farm Rd. is scheduled for this summer. Mr. David Townsend reported on the School Consolidation Meeting which he and Comm. Jean Love attended which they discussed closing 30 schools and building 12 new schools for K-8.
Police Chief John Reaves reported that two new (2016) police cars have been ordered. Lumbee Bank is letting us finance them at 3.4% interest. At this time he is checking for the availability of two cars the same color, preferably silver.
Commissioners:
Commissioner Marvin Shooter made a motion to have Mr. David Townsend write a letter regarding the disapproval by the Town of Rowland of the Proposed School Consolidation efforts made by the County. The letter is to be written to the Board of Commissioners and the Board of Education. Commission Jean Love suggested a letter also to the Local Government Commission, each signed by our Commissioners and the Mayor. Commissioner Love seconded the motion. The motion unanimously carried indicated by a show of hands.
