TOWN OF LAKE VIEW COUNCIL MEETING
MINUTES
The Town of Lake View Council Meeting was held July 16, 2015 at 7:00 p.m. at the Lake View Council Chambers. Mayor Boston Page, Jr. and Council Members David Johnson, Matthew Elvington, Merits Barnett, and Layton Townsend were present. Clerk/Treasurer Sara Elvington and several visitors were also in attendance.
Mayor Page opened the meeting by welcoming everyone. Mayor Page noted for the record that the following Town Council members were present, making a quorum: Layton Townsend, Matthew Elvington, Mertis Barnett, and David Johnson.
Mayor Page called the meeting to order and Councilman Layton Townsend began with a prayer for the council members, the decisions they would need to make, the town citizens and our country.
Minutes from the June 18, 2015 Town Council meeting were reviewed and a motion to accept the minutes was made by Council member Matthew Elvington, unanimous vote to accept the minutes as written.
Minutes from the June 25th Public Hearing was reviewed by all members, a motion was made by Council member David Johnson to accept the minutes as written, unanimous vote to approve the minutes.
Lake View Fire Department: No one was present to represent.
Mayor Page with support of all Council members voted to turn the meeting over to the Town Auditor Will Harrelson, with Kenneth Kobb and Company. The auditor pointed out several pages of interest along with the graphs to support the audit. Mr. Harrelson went over the independent audit report in great length with the town council and mayor.
Recreation is subsidized by the General Fund. Mayor intervened that he had the auditor to put the Recreation Fund in a separate place, because he had so many people complaining the town wasn’t doing enough to support recreations in the town.
Mayor Page and council thanked Mr. Harrelson for coming and presenting the audit to them with explanations of their findings. Mr. Harrelson exited.
The Mayor offered the visitors/concerned citizens’ time to express their concern which was as follows: Over hanging limbs onto the highway, near power lines, debris is not picked up timely as promised. Complaints about corner of Baccus Street and Waverly. The sign is missing the #4 on it at Baccus and Waverly. The lot behind Trading Post needs the grass cut, the Mayor expressed his concern as well and will need to find out who the owners are to take care of this matter.
Ms. Dee Crawford would like to rent the community center on an hourly rate every week for Zumba exercise program with a fitness personal trainer. Council member Layton Townsend reminded council members this was tried before and after much discussion, this would not be cost effective. There would need to be someone who could monitor the cleanliness of the center with each use, being sure the air was on and off appropriately. With much regret this was not going to be possible.
Ms. Monique Covington wants to be able to pass out school supplies for some of the children at the Recreation field on August 15. Ms. Covington said she would make all the preparations for this.
The phone lines and wiring needed updating. After much discussion, Mayor Page turned this matter over to Council member Matthew Elvington to further look into the cost effectiveness with the contacts already made with the help of Mr. Sanderson
The visitors and clerk exited due to the Mayor and Town Council went into executive session.
