City Manager Glen Wagner, along with Lonnie Dye and Hardy Jackson, met with Pee Dee COG recently about the elevated tank. He was told that the city did not receive any CDBG funds because those funds are for low-to-moderate income (LMI) areas and the city as a whole does not meet this criteria. Wagner said that the city will have to show that the new well will serve a LMI area or neighborhood. The city will have to do a PER and staff will do door-to-door surveys. The project should be funded by April 1st. Wagner also informed council of money that is set aside for shovel-ready projects or those that can begin on January 1st. Dye did not think the city could be ready by this date. The price of the tank is close to $3 million, but the city could also choose to put in a ground tank instead. Another option for the city is a loan through Rural Development with an interest rate of two to five percent. In order to qualify, the city would have to show that they could not get a loan from the local banks with this same interest rate. (Source: City of Dillon October Council Minutes)
